check the global config for notify-cmd ( #362 )
...
This brings it in line with how notify-query works and how the wiki
defines it to also be a global option.

use cargo workspace feature ( #340 )

For now, everything has been moved as it is in the "cli"
workspace. The next step is to separate the "lib" from the "cli".
